Why governments need to do it

Governments allow casinos to operate
The gaming industry actively shapes the economy. The benefits for tourism and hospitably industries are common industry knowledge. The economic activity generated is equivalent of hosting two nearly three major league sports events in a single year. In other words a single land based casino is able to draw more that million guest-visits per year, with roughly 40 per cent of those visits from a casino’s hometown and 20 per cent from other points in the same jurisdiction, and the remaining 40 per cent are international visitors.
Why governments allow casinos to operate (the economical spiel)
The profits are put into a General Revenue Fund for economical development. From this fund the proceeds are distributed to benefit Charitable and Religious Organizations and local governments and two per cent of the yearly revenue to support problem gambling services including research, treatment and prevention. On the down side the image is one of government intervention, as they tend to focus more on the problems than the solution or even the positive benefits. The Government is excited by more control, cheap installations, better exposure (so they can boast and score political points), etc.
